UWYC to receive Emergency Food and Shelter Program (EFSP) funding

Press Release

York County has been awarded Federal funds under the Emergency Food and Shelter National Board Program.

The United Way of York County has been chosen to receive funding under the Emergency Food and Shelter Programs (EFSP) for Phase 37 and Phase CARES COVID-19 to supplement emergency food and shelter programs in York County.

The selection was made by a National Board that is chaired by the U. S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) and consists of representatives from American Red Cross; Catholic Charities, USA; National Council of the Churches of Christ in the USA; The Jewish Federations of North America; The Salvation Army; and United Way Worldwide. The Local Board was charged to distribute funds appropriated by Congress to help expand the capacity of food and shelter programs in high-need areas around the country.

The Local EFSP Board has designated utility and rent/mortgage assistance based on local needs and to prevent homelessness as priority categories for Phase 37 and Phase CARES COVID-19 funding based on United Way’s 2-1-1 Information and Referral call center statistics. A Local Board facilitated by United Way of York County, SC will determine how the funds are to be distributed to eligible non-profits in York County. EFSP funds are to be used to supplement/extend existing resources and not to substitute or reimburse ongoing programs and services.

Under the terms of the grant from the National Board, local agencies chosen to receive funds must: 1) be private voluntary non-profit or unit of government, 2) be located in and serve residents of York County, 3) be eligible to receive Federal funds and provide agency Federal Tax ID number and their DUNS number, 4) meet financial accounting standards, 5) practice nondiscrimination, 6) demonstrate the capability to deliver emergency food and/or shelter programs, 7) if they are a private voluntary organization, must have a voluntary board, and 8) meet required documentation and reporting standards for utilization of Federal funds.

Public or private voluntary agencies interested in applying for local Emergency Food and Shelter Program funds should contact James Jeter or Elizabeth Starnes. Completed applications are due no later than 4:00 p.m. on May 18, 2020.

United Way of York County, SC has previously given funds to the following local agencies: Clover Area Assistance Center, The Salvation Army, and Housing Development Corporation of Rock Hill for utility, rent, and mortgage assistance.
