Pathways to Housing is a partnership between the City of Rock Hill, United Way of York County, SC, and many non-profit, government, school, and faith-based organizations to respond to homeless issues in York County.  To the right is the 10-year Plan to Respond to Homelessness, a report that represents the initial planning phase of the Pathways to Housing Steering Committee.
